The Special Districts Department oversees the operation and billing of the Town’s special improvement districts including the Brewster Heights Water and Sewer Districts, the Blackberry Hill Water, Sewer, Park, and Lighting Districts, the Fox Hill Water District, the Hillcrest Water District, the Mt. Brook Water District, the Peaceable Hill Water District, the Springhouse Water District, and the Starr Ridge Water District.

The Special Districts Administrator manages the services provided by Severn Trent Environmental Services,  the contract operator for the day-to-day operation of the water and sewer facilities.  

The Special Districts Department administers the obligations of each district; the responsibilities include:

• Provide safe, potable drinking water meeting State and County requirements to water district residents and users.
• Provide customer service to district residents.  We encourage you to contact us: we are here to address your questions and concerns.  
• Oversee meter reading and quarterly billing of Special District charges.
• Act on behalf of the Town in hiring contractors and engineers to perform necessary work.
• Prepare budgets for each of the Special Districts.  Monitor and control costs and revenues to achieve balanced budget.
• Address correspondence from appropriate regulatory agencies ( Department of Environmental Conservation, Department of Environmental Protection, NYS Department of Health, and the Putnam County Health Department) concerning the districts.
• Oversee the design and construction of Capital Projects.
• Provide the Town Board with recommendations for annual rate changes and district improvements.
• Provide each water district with the annual water quality report specific to their district.
