Illicit discharge is any discharge that is not composed entirely of stormwater. Municipal storm sewer systems are not
designed to accept, process, or discharge such wastes. Illicit discharges enter the system through either direct connections or indirect connections contributing to high levels of pollutants in waterbodies. Illicit discharges are likely to include failing septic systems, illegal residential or commercial dumping into the storm system, and illegal industrial or business connections.
The Town of Southeast is currently preparing a GPS inventory of all catch basins, swales, and outlets within its stormwater system. In the future, the Town will continue to map all inflows, intakes and connections, roads, swales, detention and retention ponds, infiltration basins, and parking lots.
