Our Mission
The Town of Southeast Building Department is responsible for the administration and enforcement of the New York State Building Code and the Code of the Town of Southeast. Enforcement of the code shall provide minimum requirements to safeguard the public safety, health and general welfare through structural strength, means of egress facilities, stability, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to the built environment.
The process involved in the administration and enforcement of the state building code includes the review of building permit plans and applications for improvements and repair of new and existing residential and commercial properties. This process also includes inspection of the construction at specific intervals to insure that work permitted is in compliance with the submitted design and the code.
The Town of Southeast Building Department performs the following services:
· Processing of applications for building permits
· Referral of applications to the Zoning Board of Appeals and/or the Southeast Planning Department, as required
· Municipal searches of historical building records
· Inspections of construction required for issuance of Certificate of Occupancy at completion of project
Issuance of Building Permits
In the Town of Southeast, the application and issuance of a building permit is required prior to the excavation, construction, demolition, or changing the nature of the occupancy. A building permit is also required for most home improvements.
No person or organization shall begin to excavate, erect, construct, enlarge, alter, remove, improve, demolish, convert or change the nature of the occupancy, repair, install any mechanical equipment or systems such as plumbing, heating, electrical, fire suppression or detection system without first having applied for and obtained a permit. General home improvements such as swimming pools, sheds, signs, accessory apartments, or home occupations require permits.
What work can be done without a permit?
Interior and exterior painting or decorating, siding, or roofing that does not require replacing of structural members or necessary repairs that do not involve material alteration of structural features. Examples of work NOT requiring a permit would include: replacement of broken window glass, repair of a frozen water pipe, or the replacement or repair of a broken electrical receptacle. Why are stamped plans required?
As indicated below, applications shall be accompanied by drawings to accurate scale in ink, blueprint or tracing and typewritten specifications in duplicate, and any additional detailed drawings or other information required by the Building Inspector shall also be furnished in duplicate.
For construction of new residential dwellings in excess of 1500 sq. ft. of living space, plans stamped by a New York State licensed architect or Professional Engineer are required by the New York State Education Law.
As specified in the Town code, where the estimated cost of construction of the proposed work exceeds $10,000, or in the opinion of the Building Inspector, entails significant structural construction or alteration, drawings shall be prepared, signed and stamped by an architect or professional engineer licensed to practice in the State of New York. Drawings shall give the locations of the building and live floor loads, if other than those specified in the Uniform Code, kinds of occupancies, number of families or occupants and all necessary information with reference to existing constructions and shall include a property survey.
