The Conservation Commission is an advisory board and is charged with reviewing applications for "Regulated Activities" proposed within "Controlled Areas" (designated wetlands and watercourses, including 50-100 foot buffers).  The Commission seeks to protect, conserve and preserve all wetlands and watercourses within the Town of Southeast.

The findings of the Conservation Commission are reported to the Town Board, which votes on the issuance of a permit.

"Regulated Activities" can include (but are not limited to) such things as:

  • dredging, excavation, grading of soil in a Controlled Area
  • dumping, filling, deposition of soil or fill of any kind in a Controlled Area
  • erecting a building, creating a driveway or crossing, or installing a pipe or other conduit within a Controlled Area
  • diverting a watercourse
  • clear cutting trees and vegetation within 20 feet of a watercourse

Actions by the Putnam County Health Department and emergency work necessary for the health and safety of people and property may be excluded from the regulations followed by the Conservation Commission.

A Wetlands Inspector is appointed yearly by the Town Board to supervise and inspect permitted activities in Controlled Areas, and to report any violations of the regulations.
