The Special Districts Department manages the operation of the Town's Eight (8) Water Districts and Two (2) Sewer Districts. The Town's full-time operations contractor, ST Environmental, is responsible for the day to day plant operations and management; ST Environmental reports to the Special Districts Administrator.
The Special Districts Administrator's role includes many responsibilities and functions, listed below:
- Provide a finished water product meeting Putnam County Health Department requirements. Insure that all testing and reporting is completed for each district.
- Provide customer service to district residents.
- Act on behalf of the Town in engaging contractors and engineers to perform work for the districts.
- Prepare the special district budgets. Monitor and control costs to work within the budgets established.
- Address correspondence from the regulatory agencies (Department of Environmental Conservation, Department of Environmental Protection, and the Putnam County Health Department) concerning the districts.
- Oversee the design and construction of Capital Projects.
- Provide the Town Board with recommendations for annual rate changes.
